Rowing - Girls and Boys

1. The Head of the River Regatta shall be rowed under the rules of the Tasmanian Rowing Council except as hereinafter stated.
2. The events on the Head of the River programme and the length of races shall be:
Under 13 Single and Quad Sculls (1000 metres)
Under 14 & 15 Single, Double, Quad Sculls (1000 metres)
Under 16 Single, Double, Quad Sculls (1500 metres)
Sweep Oared Four, Eight (1500 metres)
Open Single, Double Sculls (1500 metres)
Quad Sculls, Sweep Oared Four, Eight (2000 metres)
Division Two and three races will precede Division One races.
3. There should be an interval of a least 5 minutes between each event.
There will be no lunch break at the Head of the River.
4. The number of crews to be boated in each event and the names of the crews must be forwarded to the Organiser on the Thursday, two weeks prior to the date of the regatta. Where a school enters more than one crew in an event and such an event is subsequently programmed in two or more divisions then that school may interchange crews between divisions by advising the Organiser up to and including the day of the Regatta. If a school does not nominate a crew on the entry form, the organising secretary is not required to aaccept a late nomination. If a late nomination is received in time and there is a spare lane to accomodate that crew then it may be accepted.

a) Schools may submit the entry of more than one crew in Division II and Division III races only.
b) Where there are more Division One crews entered than there are lanes available, the race shall be split into two races on the basis of 5/4 or 6/5, etc., and the result of the race will be declared according to times of crews. The Convenor shall allot entries into races as described above on a random basis
c) No school may enter a crew in Division Two unless it also has a crew in the Division One race
d) Only the designated number one crew shall be eligible to score points.
e) Wherever possible Division Two crews shall not race in Division One events. If there are more entries for Division Two than there are lanes available then the crews shall be split into two divisions in the same ratio as in 5(b) above, with a school's second crew going into the first race and its subsequent crews going into the next race.
f) Sculls: In single and double sculls each school is limited to a maximum of two entries (boys and girls) per age group. Where there are more than eight entries in division One the race will be split on the basis of 5/4, 6/5 etc. The vacant lanes created will not be filled. Where there are more than eight entries in Division Two, the race will be split in two. The first race will contain eight Division Two scullers, the remaining Division Two scullers will be placed in the next race in the centre lanes. Any spare lanes created may be filled by 3rd or additional scullers on a balloted basis.Any balloting is to be done by school rather than crew.
Where there are spare lanes available in Division two races in single and double sculls, extra entries will be balloted into those races. The Convenor is to ensure no school is disadvantaged over another in relation to extra crews over the course of the regatta.
g) In all events where there are less than three second crews entered, and where there are sufficient lanes in the Division One race, the two races will be amalgamated. The two races will be in predetermined lanes
6. When allotting crews to lanes, the No 1 position shall be nearest to the bank on which the judges stand is situated.
7. A student may row in a particular boat type once provided he/she is of the correct age for such events. There are no age or number of event restrictions other than the above. (This would mean that a student could row Under 14 Single Scull, Under 15 Double Scull, Under 16 Sweep Four, Open Quad Four and Under 16 Eight ).There are no age or repetition restrictions on also rowing in the Head of the River Eight's race.

a)The Regatta shall be controlled by the Organiser appointed by the organising school. He/she shall be responsible for sanctioning the start of any event which varies from the published time.
b) In the event of a scratching on the day the organiser has the discretion to combine divisions (other than Division One).
9.
a) All crews shall be at the starting point 5 minutes prior to the advertised time of starting, and any crew not there may be disqualified unless in the opinion of the Organiser there is a reasonable excuse for the delay. A tolerance of a maximum of 5 minutes only will then be permitted.
b) Division Two and subsequent divisions must all be at the starting point five minutes before the starting time of the Division Two race.
10.
a) The resolution of dispute arising from any race shall be in the hands of the referee of the day appointed by the Organiser.
b) Protests must be lodged with the Organiser in writing by the rowing coordinator of the school concerned within 15 minutes of the conclusion of the race in question. The Organiser shall then refer the protest to the referee.
11. In the event of a re-row, the time for the re-row shall be decided by the Organiser.
12. No person other than officials appointed to control a race shall be allowed on the Umpires or Starters boat.
13. POINTS (State Head of the River)
All Division 1 races (other than single sculls), assuming eight schools compete
16, 14, 12, 10, 8, 6, 4, 2,
If other than eight schools participate, the points shall be accounted according to this principle.
In the situation where a school boats two or more crews in a first division event, the school scores points for the aggregate from its nominated Number One crew only. Division Two crews may not displace Division One crews for points.
Single Sculls: 8, 7, 6, 5, 4, 3, 2, 1
If other than eight schools participate, the points shall be accounted according to this principle.
14. TROPHIES
The following eleven trophies will be awarded:
Junior (Under 13, 14,15) Boys / Girls / Co-ed
Senior (Under 16) Boys / Girls / Co-ed
Open Boys / Girls / Co-ed
Head of the River trophies Boys / Girls

a) Where two or more entries are received for points scoring events, the race shall proceed. Where only one entry is received that race will be rowed in conjunction with another race. Such crew shall receive the points for the event and will race in an event at the discretion of the organiser
b) Where only one crew presents itself at the starting line on the day of the regatta, such crew shall have the option of rowing down the course or to be directed by the umpires to Lane 9 and proceed to the finish line before returning to shore and shall be awarded the points, where applicable.
16. All oars persons need to be competent. Any sculler or crew unable to reasonably complete a race should not be entered and, if necessary, may be directed by the umpires to stop rowing. The officials will direct them as to how to proceed.
17. Programme. One copy of the finalised programme for the Head of the River Carnival will be sent to each school in a format where it can be put straight through a photocopier.
18. All oars persons may only wear regulation school rowing uniform. Breaching this regulation will result in disqualification.
19. Composite crews are not permitted. Crews should consist of bona-fide members of one school only.
20. Coxswains. There is no age, weight, gender or event restriction on coxswains.
21. Head of the River events
a) The boys and girls eights races are to be scheduled at the end of the programme. The order of these two races is to be alternated each year. If any school requires its girls and boys crews to use the same boat then there must be a gap of an hour between the two events.
22. Scratchings
a) The secretary is to supply the schools with an official scratchings form.
b) This form must be signed by the Principal or or the school's rowing coordinator for all scratchings, including those on the day.
c) The organiser is to inform Principals, subsequent to the regatta of any unofficial scratchings.
d) The organiser is to include a letter with the entry form, reminding delegates of the need for accurate entries.
e) To ensure that only the Principal or school rowing coordinator signs a scratching form, their signatures must be given to the Organiser, prior to the start of the first race. Any scratching that does bear the signature of the rowing coordinator or Principal will incur a $50 fine. Any scratching which would incur a fine is to be passed to the SATIS delegate and Principal of the school concerned. The Convenor/Organiser is able to follow up with the rowing coordinator of each school, any anomaly in scratchings.
f) A scratching desk wail be set up in a central, convenient location half an hour prior to the first event and for the first hour of the regatta. After that time, all scratchings must5 be made at the Administration building.
g) Pre regatta meeting:
School rowing coordinators are to attend a meeting with the Organiser 45 minutes prior to the first event
23. Safety
a) All shoes must be of the quick release mechanism
24. Cancellation of event: If at any time prior to and/or during the regatta the referee, in conjunction with the Chair of SATIS considers the conditions unfit for rowing, the regatta will be abandoned.
25. Moratorium
Dates for 2007/2008 are 20th December 2007 to 13th January 2008 inclusive.
For subsequent years:
18th December 2008 to 11th January 2009 inclusive.
17th December 2009 to 10th January 2010 inclusive.
23rd December 2010 to 16th January 2011 inclusive.
It is the intention of the Rowing Moratorium to enable students and their families to have a three week break from school activities. To this end the following will apply:
During the moratorium students cannot use school rowing equipment.
During the moratorium students from the same school cannot train or row together in any combination greater than three, including coxswains, and/or as more than half of a Double or Pair, at the same time.
During the moratorium students cannot be coached by school coaches within the parameters in 1 & 2.
Interpretation
School Rowing Equipment any equipment owned or normally used by a school and/or its rowing club.
Combination greater than three In a boat larger than a Double/Pair.
At the same time On the water in multiple Doubles/Pairs/Singles at the same time or in such a manner that there can be implied a coordinated approach to the training of the students within a crew throughout the day and the period of the moratorium. This also applies to land-based training.
School coaches Those coaches who coach crews/rowers that will represent a school.
Additionally, the spirit of the Moratorium is as important as its regulations. The spirit of the Moratorium is based on the acknowledgement of the value of family, the need for balance in ones life and sound pedagogical practice. Actions, intentional or not, which contravene the regulations of the Moratorium or compromise the spirit of the Moratorium may be subject to review by AHISA.
